The Ministry of Finance of the Russian Federation has prepared a draft law on changes to the tax system. Among other things, it proposed to set a 5% profit tax rate for IT companies instead of the current zero rate.

On January 1, 2024, the age limit for IT specialists to receive a deferral from conscription will rise from 27 to 30 years. The corresponding order was signed by Russian President Vladimir Putin.

In Russia, they may begin to grant a deferral from conscription to IT specialists not only with higher, but also with secondary vocational education in the IT field. The Ministry of Finance has sent a corresponding proposal to the government and the Ministry of Defense, the Izvestia newspaper reports.

The authorities of the Republic of Ingushetia are preparing to introduce tax incentives for IT companies based in the region. Now they are considering the relevant bills.

More and more IT companies are appearing in Russia. According to “TASS” with reference to the study of the “Business Environment”, in the first quarter of 2023, 13% more IT companies were registered in the country than a year ago. No other segment has achieved such growth.

It will now be easier for foreign IT specialists to get a job in Russia. This was reported in the Ministry of Internal Affairs.

In March last year, Russian IT companies were allowed to temporarily not pay income tax. This benefit should cease to be valid on December 31, 2024, but recently the Ministry of Finance of the Russian Federation proposed to make it indefinite.

At the end of last year, several large Russian software developer associations made a request to the Ministry of Finance of the Russian Federation. They proposed to permanently leave the income tax rate for accredited IT companies at 0% or return to the 3% rate, but not increase it anymore.

The Ministry of Finance of the Russian Federation wants to give Russian companies the opportunity to pay for licenses for software whose developers have left the country. According to Kommersant, the ministry may allow organizations to transfer money for such software to special accounts on demand of the copyright holder.

This is 10% of the total number of IT specialists working in Russian companies. Such data were announced by the head of the Ministry of Finance of the Russian Federation at a meeting in the State Duma.

The Center for Strategic Research (CSR) has prepared a report in which he told how it is possible to limit the Russian IT sector from foreign influence. Among other things, he suggested that IT companies coordinate with the authorities all “significant corporate actions” of foreigners.

The head of the Ministry, Maksut Shadaev, said that the Ministry of Finance of the Russian Federation is considering the terms of the program that will help “remove fears and fears” of IT specialists who have left the country.

The authorities of the Kostroma region have announced tax relief for local IT companies. The main condition for the benefit is that the organization must receive at least 70% of revenue from IT.

There are 36 items in the list in total.

The head of the Ministry of Finance of the Russian Federation, Maksut Shadaev, in a comment to TASS, said that IT companies have already started sending applications. According to him, at the moment everything is working “normally”.

This was announced by Maksut Shadaev during a webinar with representatives of the IT sector. According to him, the list will be expanded on October 6-7. Now there are 195 specialties in it.

The Russian government will allocate less money to support IT companies than planned. The order published on October 3 says that it has reduced the amount of subsidies for soft loans for system—forming organizations by six times – from 3 billion to 500 million rubles.
