State Duma deputy Fyodor Tumusov introduced a bill “On the marketplace”. It proposes to limit the commission to 20% in all stores operating in Russia. Of these percentages, a third of the amount will have to go “to a special fund for training personnel in the field of computer technology.”

Tumusov’s proposals are not limited to this. In case of adoption of his bill:

  • the owners of the operating system will not have to restrict or prohibit the installation of a third-party store;
  • owners of marketplaces (all of them) will have to publish a quarterly report on their sales in Russia in the media;
  • The owners of marketplaces will have to publish and transfer funds within one month after the end of the reporting period.

In case of non-fulfillment of any of the amendments, a fine is proposed from 10% of local revenue to 0.1% of global revenue.

As specified in the explanatory note, this bill:

  • it is aimed at eliminating the bias caused by non-payment of income tax by the owners of marketplaces at the place of receipt of revenue;
  • it should reduce the personnel “hunger” that has developed due to the departure of personnel in the field of computer technology abroad.
