Deputy from the LDPR Party Sergey Zhigarev submitted an amendment to the federal law “On Consumer Rights Protection” for consideration. If it is adopted, Russia will ban the sale of smartphones, computers and smart TVs without pre-installed Russian programs.
In case of violation of the law, an administrative fine will be imposed for individual entrepreneurs in the amount of up to 500 thousand rubles, and for law firms — up to one million rubles.
What is meant by “Russian computer programs installed by default” is not specified in the bill.
In June of this year, it was reported that a similar bill is being prepared by the Ministry of Communications. Only it should have concerned not the law “On Consumer Protection”, but the law on communications.
Earlier, in 2018, according to TJ, a similar alternative was proposed by the Federal Antimonopoly Service. She wanted domestic messengers, search engines and other software to be available “out of the box” on smartphones sold in Russia.
As the Federal Antimonopoly Service reported, Microsoft, Intel and Apple opposed this, which generally noted that “the introduction of such norms will force the company to reconsider its business model in Russia.”
