On the evening of September 26, the Ministry of Digital Development published an order approving a list of specialties that are now considered a priority for the IT sphere.
The set of specialties is very wide — 195 positions. And there was a place in it not only “technical”. For example, in addition to the expected ones (“Mathematics”, “Physics”, “Computer Science”, “Information Security” and so on), such areas as “Management”, “Advertising”, “Economics” and even “Linguistics” with “Journalism” are mentioned here.

This is important news for the industry in light of the ongoing Russia’s partial mobilization. Recall that last week it became known that IT personnel with the appropriate education can count on a deferral from the draft. However, before the publication of the list, it was not clear what is considered in Russia has an appropriate education for IT.
It is also important that the list was published in the format of a decree. This indicates its legislative power. Another thing is that it does not state that the presence of an appropriate specialty frees you from something. The text only decides that these specialties are priorities for “for the basic needs of accredited organizations in the field of information technology.”
As reported in the press release of the Ministry of Finance, the list was compiled “on the basis of proposals from industry associations and system-forming companies.” And it’s noticeable. In the early days of discussing the postponement for IT specialists, there was a lot of talk that a huge number of people with non-core education were employed in the industry.
At the same time, the presence of an appropriate specialty when working in an accredited IT company does not automatically guarantee a delay from mobilization. However, what exactly companies should do and what specialists themselves should do is a question. Now the Ministry of Finance is “clarifying the procedure for processing the postponement.”
However, something is already known.
Today, on September 27, a new functionality should be launched on Public Services. Its task is to collect information about employees of accredited IT companies who should not be recruited as part of partial mobilization. The information will be collected in the format of statements from the employees themselves.
The application must consist directly of the application itself and a special form that confirms the employee’s compliance with the necessary requirements. The latter must necessarily be signed with the electronic signature of the Director General of the organization.
The form is already available for download. “We suggest not to wait for the launch of the service and start filling out this form right now in order to sign it promptly with the employer,” the Ministry of Digital Development recommends.
What will happen to the documents after sending it through Public Services is not very clear. So far, the Ministry of Finance makes it clear only that without the signature of the director General “there will be an unequivocal refusal” (only again it is not completely clear whether the application will be refused or the application for a postponement from mobilization).
