This is stated in the draft federal law on the Russian mobile marketplace, which was reviewed by Kommersant. The full list is not disclosed, but most likely there are 10 companies in it that are members of the RuStore expert council. Among them are VK itself, Yandex, Rostelecom, Gazprom-Media and Sberbank.
It is planned that later programs from the registry of domestic software will be included in RuStore without fail.
Also, according to the bill, RuStore will be pre-installed on smartphones sold in Russia. If vendors do not do this, they will be fined. It is not entirely clear how the requirement will be met, given that parallel imports have recently been allowed. However, the Ministry of Finance is already preparing a draft moratorium on fines for selling equipment without pre-installed Russian software.
