Companies rarely reveal publicly how much they spend on developing their games. Ubisoft is no exception. However, thanks to data from German authorities, the potential development cost of the city-builder Anno 117: Pax Romana has been revealed.

At the Gamescom 2026 conference, German officials reminded that Anno 117: Pax Romana was partially developed using government subsidies. In total, the authorities allocated €5.7 million to Ubisoft for the game—according to their data, this should be exactly one-quarter of the production budget for Anno 117: Pax Romana. If this is accurate, the total cost could be €22.79 million.

It is presumed that Anno 117: Pax Romana is the most expensive game ever co-financed by the German government.

Anno 117: Pax Romana was released on November 13, 2025, for PC, PlayStation 5, and Xbox Series, including the Ubisoft+ subscription. A few days later, Ubisoft boasted that the game had become the fastest-selling entry in the series. By April 2026, it announced that a total of 1.17 million people had played Anno 117: Pax Romana.
