In Australia, they can assign a rating of 18+ to games with loot boxes

Australian MP Andrew Wilkie has introduced a bill on loot boxes. He suggested labeling games with this mechanics so that minors could not buy them.

The MP also wants developers to add a warning to the games for parents and guardians.
