The Russian community “Gamnet” asked to simplify the procedure for transferring rights to create games with the atmosphere of Soviet films. The Ministry of Economic Development is ready to discuss the problem.
According to Gamnet, the difficult issue of copyright becomes painful for game developers when it comes to the Soviet cultural heritage. The problem is that it is often difficult to understand who owns the rights to the films. Only Mosfilm and Soyuzmultfilm own the rights to their works, in most other cases films are stored in the Gosfilmofond, and it cannot transfer copyrights to create new works.
Gosfilmofond can share the rights only to a film fragment or to the whole picture, but this is not interesting for gaming companies, according to Gamnet. They would prefer to get access to individual parts of the works: the script, scenery, costumes, etc. It is these details that help to recreate the entourage and fill the game with the mood of Soviet times.
For this reason, the Geimnet working group appealed to the Ministry of Economic Development for support and offered to make a database of works and clear legal mechanisms for working with it.
According to Izvestia, the Ministry of Economic Development supported the initiative and sent it to experts for evaluation. If the proposal is approved, it will be included in the project “Transformation of the business climate” – a tool to simplify doing business in Russia.
