In light of the pandemic, the Russian government felt that it should support small and medium-sized businesses. Prime Minister Mikhail Mishustin announced a moratorium on the payment of insurance premiums for small and medium-sized businesses.

Special attention (in the statement on measures in connection with coronavirus) attention is paid to the support of small and medium-sized businesses. Millions of people are employed in this sector, and it has found itself in no less difficult situation (than the travel industry and air carriers).

As part of the support program in Russia, a three-month delay in the payment of insurance premiums for small and medium-sized businesses is being introduced. It also introduces a temporary deferral for the payment of rental payments for those who rent state or municipal property. In addition, a moratorium is being introduced on inspections of enterprises from the registers of small and medium—sized businesses, including tax and customs ones.

In addition, preferential lending and business restructuring programs have been expanded at the rates of those loans that were allocated earlier. The volume of subsidies provided and the capitalization of regional microfinance organizations have been increased to maximize the coverage of preferential loans to small and medium-sized businesses.

The moratorium and programs come into force from the current March.
