In 2026, Roskomnadzor has taken a firm stance on ensuring that game developers comply with the requirement for data localization in Russia. This was reported by the law firm Semenov&Pevzner in an interview with the newspaper "Kommersant".

According to Semenov&Pevzner, since the beginning of the year, Roskomnadzor has filed lawsuits against seven major gaming companies, accusing all of them of violating the same regulation — Part 8 of Article 13.11 of the Administrative Offenses Code of the Russian Federation. This article obligates the storage and processing of Russian gamers' personal data on servers located within Russia.

It is known that Roskomnadzor has already won four of the seven lawsuits: at its request, a Moscow court imposed fines on Battlestate Games, Electronic Arts, Take-Two Interactive, and NetEase. In the near future, Epic Games, Embracer Group, and Digital Extremes may also face fines. As noted by Semenov&Pevzner, the claims against them will be reviewed by the court in the first half of May.

Interestingly, at least for now, the courts are imposing relatively small fines on gaming companies—2 million rubles each—even though they have the authority to demand up to 6 million rubles from each. Nonetheless, experts consulted by "Kommersant" do not rule out the possibility that developers might ignore the court's verdict, choosing neither to pay the fines nor to rectify the violation. In such a case, there is a risk that Roskomnadzor may decide to go further and block their games in Russia.
