In 2026, Roskomnadzor took a firm stance on ensuring that game developers comply with the requirement to localize data in Russia. This was reported by the law firm Semenov&Pevzner in a conversation with the newspaper "Kommersant".

According to Semenov&Pevzner, since the beginning of the year, Roskomnadzor has filed lawsuits against seven major gaming companies, accusing them all of violating the same regulation — part 8 of Article 13.11 of the Administrative Offenses Code of the Russian Federation. This particular article mandates that personal data of Russian gamers must be stored and processed on servers located in Russia.
It is known that Roskomnadzor has already won four out of the seven lawsuits: at its request, a Moscow court fined Battlestate Games, Electronic Arts, Take-Two Interactive, and NetEase. Epic Games, Embracer Group, and Digital Extremes may also face fines soon. As found by Semenov&Pevzner, the court will consider the claims against them in the first half of May.
Interestingly, for now, the court imposes relatively small fines on gaming companies — 2 million rubles each. Despite having the right to demand up to 6 million rubles from each company, experts interviewed by "Kommersant" do not rule out the possibility that developers might still ignore the court's verdict and refrain from paying the fines or correcting the violation. In this case, there is a risk that Roskomnadzor might decide to go further and block their games from being played in Russia.
Update: In a comment to the newspaper "RBC", representatives of Roskomnadzor informed that the agency currently has no plans to block the games of fined companies in the country, as there are no grounds for doing so.
