The draft law by Russia's Ministry of Economic Development also mentions strengthening the regulation of the video game market. Among the initiatives is mandatory cooperation of foreign developers with the Unified Gambling Regulator (ЕРАИ).

According to Interfax, all foreign rights holders operating in the Russian market will be required to connect to the ЕРАИ information system if in-game purchases are available in their games.

The draft law also mandates that both foreign and domestic gaming companies must use advertising systems from legal entities within Russia for ads targeting the Russian audience.

Another regulatory initiative is that authorities intend to ban gaming services from distributing games in Russia that contain content prohibited by law. Besides this, the ministry suggests requiring services to label games and to store and process Russian users' data exclusively in Russia. Payments in services are suggested to be processed through Russian systems only.
