The Swedish regulator Spelinspektionen has presented a report to the government outlining measures that operators without a Swedish license can implement to prevent users from Sweden from accessing their services. Among the proposals are geoblocking, stop messages, denial of access when geolocation cannot be determined, and measures against attempts to bypass technical restrictions.
The initiative is linked to a proposal to amend the Swedish Gambling Act. It has been suggested to remove the criterion that the law applies only to gambling directly targeted at the Swedish market. According to the regulator, this limits actions against unlicensed operators to cases where it is possible to prove the use of the Swedish language or the Swedish krona.
Spelinspektionen proposes replacing this approach: to consider gambling as available in Sweden if users located in the country can participate. The regulator also suggests prohibiting the selection of Sweden during registration, rejecting accounts with Swedish addresses, postal codes, and the +46 dial code, as well as blocking transfers and card payments through solutions requiring a Swedish ID, and payments to accounts with Sweden's code.
