The Ministry of Culture and Equality of Norway wants the government to allow the state-owned company Norsk Tipping to conduct online poker tournaments. Currently, offering online poker is not legal in the country, leading local players to use foreign unregulated platforms.
To mitigate risks, it is proposed to set a daily loss limit of 5,000 Norwegian kroner and a monthly loss limit of 10,000 Norwegian kroner—approximately 519 and 1,037 dollars, respectively. The buy-in for tournament participation should not exceed 2,500 Norwegian kroner (260 dollars) including fees.
Additionally, the ministry suggests requiring Norsk Tipping to implement time restrictions in online poker and ensure participants take a five-minute break after each hour of play.
Meanwhile, the ministry requests a complete ban or strict limitations on online poker advertising to protect young and vulnerable Norwegians.
As stated by the Minister of Culture and Equality of Norway, Lubna Jaffery, the aim of the changes is to reduce the harm from gambling: it is preferable for Norwegians to have a responsible and safer domestic product rather than use unregulated offerings from foreign companies.
